Passenger Carrying Miniature Railways – Guidance on Safe Practice published by the Health and Safety Executive; although  now out of print is still regarded as the current source of initial advice on construction and operation with regard to satisfying the safety case of such operations. (Reference HSG 216 ISBN 0  7176 2035 2)

It is still our understanding that in the event of any incident that involves HSE investigation this guide will be used as a reference and in  the case of most insurance policies there is an expectation that the miniature railway concerned will be operated in accordance with this guide.
