Cromar White can supply recycled plastic sleepers either cut to length or in 4m lengths, we use these at the Abbeydale Miniature Railway

Filcris (http://www.filcris.co.uk/) sell recycled plastic section although at a quick glance they do not have an 2" x 1". They sell lengths that would need cutting and then drilling for fixing screws. Cambridge MES are using the 2" x 2" for their new track extension.

I've used Cromar White recycled plastic sleepers on my railway with great success (6yrs ish), its a very solid dense material 30 x 40mm.
I tried a material similar to the Filcris stuff but it was soft with lots of air gaps (aero bar) & screws stripped easily.
