Steel rail: poundage per yard?

Steel rail: poundage per yard?

At what threshold do you increase the poundage per yard specification for steel rail. I understand the heavier the loco and frequency of use guide but are there any graphs or detailed guides to specifying what rail in what instance? Does the chair build need to be up spec'd in relation to the rail?
I'm looking to build an 800m run expecting heavy daily use; the site is level.
Also has anyone any experience of modelling concrete sleepers and pandrol clips?

I also have come to the idea of concrete sleepers, our site is level, be gets very wet in the winter. I have started making patterns and moving the idea forward. I would welcome a conversation.
